Great news - Fall ICE Guidance rescinded

Dear current and incoming F-1 PAU international students,
I am incredibly thrilled to relay to you that today the Trump administration rescinded (walked back) its Fall SEVP/ICE Guidance, and the July 6th Frequently Asked Questions!!  The status quo, based on the Spring guidance, will remain active.  
What does this mean?
1. F-1 students who are in the U.S. will be allowed to remain in the U.S. and take classes online, and/or hybrid. It will allow schools to decide what modality/format is best for their school. As you know PAU has adopted a Hi-Flex option for Fall quarter.  See the 7/13/2020 Fall Planning Task Force Report email for details.
2.  F-1 students who are outside the U.S. must enroll classes online and remain in their home country. This is based on the sentence in the Spring guidance that states: "This guidance applies to students who are currently enrolled in a program of study and is not intended for new or initial students who are outside the United States."
  One can assume that ICE/SEVP is aware that some U.S. embassies are opening up their visa services, however my *guess* is that they will not allow flexibility in this area.  I will keep you posted.
SEVP/ICE will be providing additional information regarding school reporting requirements, and other issues pertaining to the Spring guidance.
